Surface Water Utility programs protect the water quality of the city’s streams, lakes, rivers and wetlands by reducing the discharge of pollution from stormwater runoff. This protects aquatic habitat as well as the beneficial uses (swimming, boating, fishing, aesthetics) of the water resources in the city for enjoyment by future generations.
Key surface water program elements that improve water quality include:
- Public education and outreach
- Public involvement and participation
- Illicit discharge detection and elimination
- Controlling runoff from new development, redevelopment, and construction sites

Spill Response The City of Renton responds to any illicit discharge or spill that enters our city’s public drainage system or threatens a local waterway. Illicit discharges
(Ordinance #5478, G – Discharge Prohibition, p13)
refer to the prohibition of solid and liquid materials, other than surface water and storm water, from entering the public storm drain system.
Report spills within the city as soon as possible so the damage to city storm systems and natural water bodies (streams, river and lakes) can be minimized.
