The Renton Downtown Utility Improvement project map shows a detailed utility pipe layout of the project.

The Downtown Utility Improvement Project addresses current and support future development needs within the downtown core. This project adds approximately 5,600 LF of new stormwater pipes, 8,000 LF of new and cure-in-place sanitary sewer pipes, and 3,300 LF of new water lines along these streets:

  • South Second Street

  • South Third Street

  • Mill Avenue South

  • Morris Avenue South

  • Whitworth Avenue South and Shattuck Avenue South

The project also includes the installation of a large utility vault at the intersection of SW Sunset Boulevard and Rainier Avenue South in order to facilitate access for maintenance and rehabilitation.  Additionally, this project requires, where impacted by new utilities, the replacement of curbs, gutters, sidewalks and ramps.

The value created by this project for City residents and businesses, along with other projects in the downtown, includes but is not limited to accommodation of more development and economic activity, landscape beautification, improved capacity, and reduction of flood hazard due to major storm events.

Additional street reconfiguration, including converting South Second and South Third streets to two-way operations, along with intersection and streetscape improvements, will be made in future years as funding is secured.

How much did the project cost? Where did the funding come from?

Improvements have been funded through the Surface Water, Water and Wastewater utilities capital improvement programs, which are in turn funded by utility rates. Total construction costs for the project were $13 million. These improvements and future redevelopment are expected to increase long-term property values in the downtown market.

How does this project relate to other ongoing public works downtown?

Wells Avenue South and Williams Avenue South Conversion Project. This Project began in spring 2020 and ended in spring 2022. The project converted Wells Ave S and Williams Ave S to two-way traffic with the intent to improve connectivity and access in downtown Renton, making it a more vibrant and livable area.

Renton Connector ProjectThe Renton Connector project will install a continuous non-motorized facility along Burnett Ave S (westside) between S 2nd Street and S 5th Street via separated walkways, protected bicycle lanes (cycle track), and a multi-use path. This project will also include landscaped medians, reconfigured public parking areas, curb ramp upgrades, and traffic signalization improvements. The design is scheduled summer 2022 - summer 2024, with construction dependent on funding

Downtown Core Streetscape Improvement Project (born out of the Civic Core Action Plan). The Downtown Core Streetscape Improvement Project Phase 1 provided improvements completed in 2021 to Wells Avenue S between S 2nd Street and S 3rd
Street, including new scored sidewalks, lighting, trees, landscaping, street furniture, street banners, flower baskets, and holiday lighting. Phase 2 will include similar improvements to Williams Avenue S between S 2nd Street and 3rd Street. The Phase 2 improvements are in design (fall 2022 – spring 2023) and construction is anticipated in mid to late-2023 or 2024.

South Second Street and South Third Street Two-Way Conversion Project. This project is not yet funded. There is no estimate of when it will take place.

Your Title VI Civil Rights

The City of Renton hereby gives public notice that it is the City's policy to assure full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related statutes and regulations in all programs and activities. Title VI requires that no person shall, on the grounds of race, color, sex, or national origin be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any Federal Aid Highway program or other activity for which the City of Renton receives Federal financial assistance.

Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the City of Renton. Any such complaint must be in writing and filed with the City of Renton Human Resources within one hundred, eighty (180) days following the date of the alleged discriminatory occurrence. Title VI Discrimination Complaint Forms may be obtained from the City's website (www.rentonwa.gov) or from the Human Resources office at no cost to the complainant by calling (425) 430-7655.
