Surface Water Design Standards

Per the City of Renton's National Pollutant Discharge Elimination System (NPDES) permit (also known as Renton’s Municipal Stormwater Permit), it is required to adopt updated surface water design standards that are equivalent to portions of Volume 1 of the 2019 Stormwater Management Manual for Western Washington by June 30, 2022.

The 2021 King County Surface Water Design Manual has been approved by the Department of Ecology as an equivalent manual. To comply with this NPDES permit requirement, the city adopted the 2021 King County Surface Water Design Manual with amendments to create the 2022 City of Renton Surface Water Design Manual.

The 2022 City of Renton Surface Water Design Manual is applicable to projects vested with a complete application after June 22, 2022.

The entire 2022 City of Renton Surface Water Design Manual (dated June 22, 2022) including Chapters 1-6, Appendices A through D, Definitions, and Reference sections is available for download in Adobe Acrobat PDF format. The electronic version of the manual is searchable and the bookmarks function within the navigation pane allows for quickly moving through document.

Key Changes

A key change in the 2021 KCSWDM from the previously adopted 2016 KCSWDM includes (but are not limited to):

On-site BMP sizing credits for modeling credits can no longer be used for on-site BMPs that will be privately maintained, with the exception of full dispersion and full infiltration BMPs.

Updates and Public Involvement

The city's Planning and Development Committee will deliberate the adoption of the 2022 Renton Surface Water Design Manual on 6/13/2022, and if approved will refer this item to the City Council for first and second reading of the ordinance that day. A public hearing took place through the Planning and Development Commission meeting on 5/18/2022.

2017 Surface Water Design Standards (between January 1, 2017 - June 21, 2022)

The 2017 King County Surface Water Design Manual (KCSWDM) and City of Renton Amendments to the 2017 KCSWDM is only applicable to projects vested with a complete application between January 1, 2017 - June 21, 2022.

The 2009 King County Surface Water Design Manual (KCSWDM) and City of Renton Amendments to the 2009 KCSWDM is only applicable to projects vested with a complete application prior to January 1, 2017.
